Leads are not clicking through on the double opt-in link. Any ideas why?

A plee for ideas really…

Following a Facebook Ad, which captured the lead info (name, email), the lead has received a double-opt-in request at the start of the nurturing campaign. They open the email, but the link isn’t being clicked on. I wouldn’t mind if this was just a few people, but it’s almost 90% of the capture of about 40 leads. I’ve given a good few days, but this brings the campaign to a standstill.

Any ideas why this is happening and what I could do about it?
Of the 10% who did accept, one has flagged the email as spam.
