Contacts stuck in campaign stages for no reason

I have used Infusion/Keap since 2007.
In the last few months campaigns are not working.
Contacts sit in segments and are not moving ahead into the next segment.
Has something changed?

Nothing that I know of has ‘changed’, but I have seen individual instances of certain accounts having minor outages that have stopped the progression of the flow, requiring people to get reset inside campaigns.
