Not quite sure what your question is here, but if you are looking to assign the owners of the contact records, you can do that on the contact record in the ‘owner’ dropdown.
You can also set up a Round Robin in the ‘CRM - Settings’ are to set up round robin distribution to people, in whatever type of configuration you want.
If you are looking to set up ‘teams’ of people, you can do that in the ‘Admin - Settings’ area, where you can define teams and Managers of teams.
