Can you upload a list of contacts to tag WITHOUT creating new contacts?

I am trying to find a way to upload a list of contacts to tag without creating or duplicating contacts. Everything I find seems to create new contacts or relies on Infusionsoft search. We have custom fields that do not have accurate results in search, and some complicated searches are not possible. Looking to export a list, refine it, and then upload to tag.

If you’re first exporting the list then you need to include the id and then use the modify contacts option rather than straight importing. This will allow you to apply a tag to them and only update existing contacts but not create new ones.
