Why isn't the applied tags not sending to the list?

We created a campaign to be sent out to our database but excluded a few tags. However, while it’s processing, it sends to the correct number of emails but when you go into the campaign to check the report, it only shows us it went to one-third of our list. We tested it again and, it’s like nothing went through to our database at all!

Check the contacts that it didn’t get sent to. What’s their email status? Unconfirmed or unmarketable?
