What happens when I choose "Use Contact Time Zone" on a Broadcast, but that time has passed for some folks?

What happens when I choose “Use Contact Time Zone” on a Broadcast, but that time has passed for some folks? Will those contacts not receive the email, or receive it at a different time?

For example, if it’s 9am on the East Coast, and I choose to send it at 10am (one hour from now), will my contacts in England (where it’s 2pm) still get the broadcast?

My guess is that it would go out immediately if the time has passed, but I would have to test to be sure.
