Multiple emails with tags

If I have a client with multiple tags and i am sending an email blast that they are a member of 2 groups, can i assume they will only get the 1 email?

If you are sending one email to people with multiple tags, they will get it once.
If you send one email to each group individually, they will get 2 emails.
