Does the Failed Purchase goal work if i don't use the infusionsoft's e-commerce?

I want to start a sequence of actions IF a customer clicks on my email link (which take to the e-commerce page) but he doesnt’ buy anything.
Can I use the failed purchase goal or it works only with the e-commerce of infusionsoft?
