Are you able to send email broadcasts with only images?

A client of mine wants to send out some email broadcasts that have the appearance of Christmas cards (made up of one large image).

I’ve been told that having an email consisting of just images without text is a sure-fire way to have them filter into email junk folders, but I receive promotional emails like this all the time.

Is it safe to run a broadcast like this?

I agree with the ‘high spam percentage’ … but not saying that nobody ever sends things that way.
Maybe try to small sample size and see what type of open rates you get.
