Downloading my private campaign from Marketplace

I created a campaign, posted it to marketplace so I can download to my other apps. When I try to do so my apps are labeled “This app is currently unreachable”. And it will not allow me to download my campaign. Why?

On known issues there is a known bug with the marketplace and not downloading campaigns:
